Overview

On October 17, 2024, the European Commission launched an anti-dumping investigation concerning imports of screws without heads originating from China. This move follows a complaint lodged by the European Industrial Fasteners Institute (EIFI) on behalf of the EU fastener industry. The investigation aims to determine whether Chinese imports are being dumped and causing harm to the European market.

Product Scope

The investigation focuses on screws and bolts without heads made of iron or steel, excluding stainless steel. These imports fall under specific CN codes and exclude coach screws, wood screws, self-tapping screws, and bolts for railway track construction.

Dumping Allegation

The complaint suggests that domestic prices in China are unreliable due to market distortions. Therefore, the dumping margin is calculated based on a comparison of undistorted production costs and export prices. The alleged dumping margins are significant.

Investigation Procedure

The investigation will cover the period from July 1, 2023, to June 30, 2024, and will assess the impact on the EU industry. All interested parties, including exporters, producers, and importers, are invited to submit relevant data. Provisional measures may be imposed within seven months if dumping is confirmed.

Union Impact

The European Commission will determine if these dumped imports are damaging the Union industry by affecting sales, pricing, and overall market performance. Should the findings support the complaint, the Commission may impose anti-dumping duties on Chinese imports to protect the EU fastener industry.
